Tether and the Nairobi Securities Exchange signed a memorandum of understanding on July 28 to jointly assess the use of blockchain technology across several areas of the Kenyan exchange's operations.

The agreement covers four areas: tokenized securities issuance, blockchain-based market infrastructure, instant settlement mechanisms, and digital asset education. No implementation timeline was disclosed.

Hadron Platform Named in Agreement

The memorandum specifically references Tether's Hadron platform as a candidate for issuing and trading tokenized securities on the exchange. Hadron is Tether's product for tokenizing real-world assets and managing them on-chain.

The parties also agreed to assess whether USDt (USDT) could serve as a settlement layer for exchange transactions. Any such use would require approval under Kenyan regulations, which the memorandum does not indicate has been sought or obtained.

The tokenized real-world asset sector held roughly $36.8 billion in on-chain value as of the announcement date, excluding stablecoins, according to RWA(dot)xyz. Stablecoins tracked separately by RWA(dot)xyz totaled nearly $298 billion, with USDT accounting for approximately $184 billion of that figure.

Kenya's Regulatory Position Remains Unclear

The memorandum does not name the Kenyan regulatory bodies whose sign-off would be required for USDT settlement use. Neither party stated whether any preliminary discussions with regulators had taken place.

The agreement is non-binding in nature, as is standard for memorandums of understanding, and does not commit either party to a final implementation.
