Taiwan To Enforce Crypto Travel Rule on All Domestic Transfers From October

Taiwan's Financial Supervisory Commission (FSC) announced on Aug. 4 that it will enforce the Financial Action Task Force's (FATF) Travel Rule across all domestic Virtual Asset Service Provider (VASP) transfers starting in October, with no minimum threshold for the core requirement.

The country's existing Anti-Money Laundering rules have included Travel Rule provisions since 2021, but regulators never put them into practice. The FSC pointed to mismatched standards between countries, incompatible data transmission systems, and challenges in building cross-border infrastructure as the reasons enforcement was held back for five years.

What the New Rules Require of VASPs

Under the proposed framework, any domestic platform receiving a crypto transfer will need to verify beneficiary information against its own records, checking the details passed along by the sending platform. Transfers above 30,000 New Taiwan dollars, roughly $930, carry additional requirements: individual senders must provide a date of birth and residential address, while businesses must supply an official identification number and registered address.

The FSC said the proposed amendments will enter a 30-day public consultation period before being finalized. Once domestic compliance is in place, the regulator plans to bring overseas VASPs into the framework by the end of 2027, giving international platforms roughly an additional year to prepare.

Global Enforcement Progress Remains Uneven

Taiwan's move comes as Travel Rule adoption spreads unevenly across jurisdictions worldwide. In July 2026, FATF reported that 83% of surveyed countries had enacted Travel Rule legislation, up from 73% the year before. The task force also flagged persistent gaps between having laws on the books and actually enforcing them, a problem regulators in multiple regions continue to work through.

Taiwan's decision to apply the rule to all transfers, not just those above a certain value, places it among the stricter adopters of the FATF standard.
